Ed Will, President

Mr. Will joined Power Line Services as President in 2016 and has previously held various executive level positions for the operating units of major utility construction companies operating throughout the US. Mr. Will is a proven leader with strong Business, Financial, Project and Strategic Management skills. He has project execution and construction experience in multiple facets of the utility industry including engineering, procurement and construction (EPC) in a wide range of additional market segments, matching the future growth plans of Power Line Services.

Prior to joining Power Line Services, Mr. Will was the Chief Operating Officer and President of Quanta Power, Inc., which is the holding company of 5 Quanta Services, Inc. operating units. Mr. Will provided overall leadership and guidance for strategic business development, operation and performance of the units.

During his 5 years at Quanta, he also served as President of Intermountain Electric, Inc., one of the largest commercial electrical contractors in the Rocky Mountain region. Projects included large utility scale solar plants, airports, data centers and medical facilities.

Prior to his recruitment to Quanta, Mr. Will was President and CEO of Will Construction Management, Inc., a general contracting and construction management firm specializing in the construction of shopping centers, office buildings, athletic clubs and hotel properties. The footprint expanded from Colorado to Washington, California and Texas.

Mr. Will received his Bachelor of Science in Civil and Structural Engineering from the University of Illinois.

Kevin Dunn, Vice President Pre-Construction

Mr. Dunn joined Power Line Services as VP Pre-Construction in 2016. Prior to joining PLS, Mr. Dunn has held executive and senior management positions with utilities and utility service companies; including executive level positions within MasTec and Quanta Services. Mr. Dunn is a well-respected leader and has worked on a significant number of large utility construction projects over his 40 years in the industry; including fossil, renewable and transmission projects with NextEra Energy, DTE and GEESI, a former division of General Electric. He has been instrumental in the acquisition and restructuring of several utility and environmental service companies, and was President of Marsulex Environmental Technologies Services.

As a proven entrepreneur, Mr. Dunn later went on to develop proprietary technology for his own company in Colorado, providing utility services for Colorado Springs Utilities.

Mr. Dunn received his Bachelor of Science in Civil Engineering from the University of Michigan and holds a MBA from the University of Detroit.

C.J. Burling, Director of Safety

As Director of Safety, Mr. Burling is directly responsible for all aspects of safety management at Power Line Services. These duties include code enforcement, OSHA partnership, safety auditing, safety metrics and reporting and incident investigation and reporting. He ensures timely accountability for employee safety training so that the necessary resources are available and in place to support safe field operations.

Mr. Burling received his Masters of Aeronautical Science degree with a dual specialization in Aviation Business Management & Aviation Safety Systems from Embry-Riddle Aeronautical University. He is also board certified as a Certified Safety Professional (CSP), Certified Utility Safety Professional (CUSP), Certified Electrical Safety Compliance Professional (CESCP), Certified Safety & Health Manager (CSHM), Certified Safety Management Practitioner (CSMP) and as a certified Safety Trained Supervisor-Construction (STS-C). His background is comprised of 13 years of experience in Government & Infrastructure, Commercial & Industrial, Electrical Transmission & Distribution, Substation, Environmental Clean Up and Underground Electric & Gas Operations.

Before joining Power Line Services, Mr. Burling provided safety expertise for Willbros T & D Services West and International Line Builders. He worked hand in hand with the senior management teams for both Oncor and Southern California Edison to ensure that safety expectations were exceeded and maintained. Most recently he was the Safety Manager for Willbros T & D Services West in Fort Worth, Texas where he was responsible for overseeing multiple overhead and underground distribution projects that spanned across the entire state of Texas and into parts of Oklahoma.

Scott Wessinger, Vice-President of Finance

Mr. Wessinger joined Power Line Services in 2017 as Vice-President of Finance. Mr. Wessinger brings 20+ years of experience in the construction industry, having held executive level positions with general contractors, subcontractors, and construction materials companies in Texas and Alabama.

Mr. Wessinger’s expertise includes Financial Reporting, Strategic Planning, Decision Making, Cost Analysis, Budget Creation & Forecasting, Risk Management, and problem solving.

During his career, Mr. Wessinger has specialized in helping rapidly growing construction companies staff, organize, and grow their accounting and finance departments. In addition, he has experience managing the operations of construction companies, having served as both COO and CFO of a large Alabama based general contractor. Mr. Wessinger has also been responsible for successfully establishing, staffing, and managing the Human Resources and IT departments of several companies.

Mr. Wessinger received his Bachelors of Accounting degree from the University of San Antonio and is a Certified Public Accountant. He is also veteran, having served 4 years in the US Navy.
